Cleaned up the Shoutbox and added a ''history'' option to it. It will be updated more over the next few hours, but I didn't want to keep the whole forum shut down anymore as the changes that I'm going to make will be minimal.

I made some progress on the Shoutbox:
- Shoutbox size edited to fix the whole box
- Shoutbox background image changed to a new(and better) one
- Shoutbox ''History'' option added
- Shoutbox time format changed from 12-hour to 24-hour
To-Do:
- Remove smileys and make only the text appear, that way the shoutbox lay-out will remain intact and it'll load faster
- Add a loading image, so that you'll see an animated .gif untill the shoutbox is loaded. I might to this to the whole site, you'll see like a 1-3 second long loading gif(depends on your internet speed)
