I listen to Latin Rap, Reggaeton, French rap (and I can understand them too! ).
Reggae is pretty much summed up in 2 words: Bob Marley.

Re: Rap in other langauges?
Reggae, Rastafari, Jamaican patois and Jamaican English are 4 totally separate things:
- Reggae is music genre, which developed in Jamaica in late 1960s. Jamaican R'n'B->Ska->Rocksteady->Reggae.
- Jamaican English is a dialect of English spoken in Jamaica.
- Word 'patois' speaking generally means any nonstandard language. It is most often associated with Jamaican patois (English-African creole language), which originated back in 17th century as a mixture of English and West African tongues spoken by slaves, who were brought to Jamaica by European colonizers. It’s mostly spoken language.
- Rastafarian (Rastafari) is a movement/ideology (Rastas call it 'the way of life'), that developed from the ideas of Marcus Garvey, Christianity and Judaism. Garvey preached: 'Look to Africa, where a black king shall be crowned, he shall be your redeemer'. This statement became the foundation of the Rastafari movement.
The prophecy was rapidly followed by the crowning of Emperor Haile Selassie I in Ethiopia. Some Rastas see Haile Selassie I as divine (reincarnation of Christ), some not. Ras Tafari itself is the title of Emperor Haile Selassie I of Ethiopia and this is where the movement took its name from.
Many people associate Rastafarian movement only with dreadlocks (but 'not every dread is a Rasta and not every Rasta is a dread') and ganja, but it's the lifestyle, which offers you conscious way of life. Rastas use cannabis as a part of their worshiping of Jah, Bible study and meditation. Ganja is seen as a sacrament, the key for clear understanding of the things.
Reggae took Rastafari to the world and opposite - Rastas presented reggae to the world.
Back to the topic - I listen to some Lithuanian and French rap sometimes.

Re: Rap in other langauges?
Not too familiar with Screamo, but maybe he was referring to how some Rock songs backmask diabolical messages that can only be understood by reversing the song.
